Yelena, a halfling paladin on Lull, was the main authority of Quiet Citadel while the citizenry were off on a crusade. She enforced the bizarre rules of the city, and best she could. When presented with the threat of attack, she did her best to help rally the city, but honestly, didn't accomplish that much.
